Project Description

When officials from the Communications Security Establishment (CSE) chose a public-private partnership (P3) for procuring a new, state-of-the-art, high security facility, they turned to DCC for assistance. The resulting $4.1-billion, 30-year contract for the LTAP covers the 72,000-m2 facility's lifecycle from design and build to financing and maintenance.

DCC's highly collaborative approach included creating a dedicated team to work with CSE and other advisors, setting up a supervised collaborative negotiation model with three short-listed firms, and using independent fairness monitors to ensure the evaluation was objective and transparent. This highly specialized, technically complex, LEED Gold project is the largest that DCC, DND and CSE have ever undertaken, and the largest federal government accommodation P3 project ever awarded in Canada.
